Ask five vendors what the API costs and you get five different answers, because the vendor's subscription fee and Meta's per-message fee are two separate charges. Most pricing pages show you only one of them. This guide breaks down both, in Malaysian ringgit, so you can work out your real monthly cost before you sign anything.

What Is WhatsApp API Pricing?

WhatsApp API pricing is a per-template-message billing model set by Meta, charged on top of whatever a Business Solution Provider (BSP) charges for its platform. Since July 1, 2025, Meta bills each marketing, utility, or authentication template message individually, per Twilio's WhatsApp API pricing breakdown — replacing the older model that charged once per 24-hour conversation window.

That is the part most comparison articles skip. The WhatsApp Business API itself is free to use in the sense that Meta does not charge a licence fee. What you pay for is template message volume, plus whatever your provider charges to give you access to it.

Two charges, two different bills, from two different companies.

How Does Meta Charge for WhatsApp API Messages?

Meta bills per template message, not per 24-hour conversation window, and sorts every template into one of three billed categories: marketing, utility, and authentication. Since July 1, 2025, each template send is charged on its own, per Twilio's WhatsApp API pricing breakdown — the old "one conversation, one charge" model no longer applies.

Send one appointment reminder template and the customer replies "thanks, see you then" three times over the next hour. That reminder is billed once, as a single utility template — the replies are free-form messages inside the service window the customer's own reply opened, so they cost nothing. Send another reminder on Wednesday and that is a second billed template, because every template send is charged individually, not once per window.

When a customer messages you first, that opens a 24-hour service window in which utility templates and free-form replies are free, no monthly allowance to track, just the 24-hour clock. Marketing templates are billed even inside that window and carry the highest per-message rate, because Meta prices unsolicited outreach higher than a reply to a customer who reached out first. Authentication templates are billed on their own regardless of any open window.

What Is the Actual Cost in Malaysia?

Malaysia-rated WhatsApp templates run roughly RM0.30 to RM0.40 per marketing message, a few sen per utility and authentication message, and no Meta charge for utility templates or free-form replies sent inside the 24-hour service window, though exact figures move with Meta's published rate card. Meta updates template-based pricing by region and periodically revises the rate card, so a figure quoted in a blog post from six months ago may already be stale. This is the second bill, and it is the one most pricing pages lead with because it is the one the vendor controls. A BSP's markup typically shows up as one of:

  • A per-conversation markup — a small fee added on top of Meta's rate for every conversation that passes through the platform
