Broadcast lists are WhatsApp's free marketing tool.

Most Malaysian business owners know about WhatsApp groups. Fewer know about broadcast lists — and even fewer use them correctly. The difference matters: a broadcast list sends your message to each recipient individually, as a private chat. No group dynamics, no spam feeling, no "who is this person in the group" awkwardness.

This guide walks you through setup, the 256-contact limitation and how to work around it, message best practices, and how Malaysian businesses use broadcast lists to drive real revenue.

What Is a WhatsApp Business Broadcast List?

A WhatsApp Business broadcast list is a saved list of contacts that allows you to send the same message to multiple people simultaneously, with each recipient receiving it as an individual private message rather than a group message. With 98% open rates compared to email's 20%, broadcast lists give Malaysian small businesses the highest-engagement marketing channel available at zero cost.

Think of it as BCC (blind carbon copy) for WhatsApp. You write one message, select your list, and hit send. Each person receives it in their private chat with you. They do not see other recipients. If they reply, the reply comes only to you.

This is fundamentally different from a WhatsApp group:

Feature Broadcast List WhatsApp Group
Recipients see each other No Yes
Replies are private Yes (to you only) No (to entire group)
Maximum members 256 1,024
Recipient must save your number Yes No
Feels personal Yes No
Spam complaints Low High
Best for Marketing, updates, reminders Community, discussion, Q&A

Step-by-Step: Setting Up a Broadcast List

On WhatsApp Business (Android)

  1. Open WhatsApp Business
  2. Tap the three dots menu (top right)
  3. Select New Broadcast
  4. Search and select contacts you want to add (up to 256)
  5. Tap the green checkmark to create the list
  6. Name your broadcast list (tap the list name at the top to edit)
  7. Type your message and tap send

On WhatsApp Business (iPhone)

  1. Open WhatsApp Business
  2. Tap Chats at the bottom
  3. Tap Broadcast Lists at the top
  4. Tap New List
  5. Search and add contacts (up to 256)
  6. Tap Create
  7. Type your message and send

Important Requirements

The recipient must have your number saved in their phone. If they do not, they will not receive your broadcast message. This is the biggest limitation and the most common reason broadcasts "do not work."

Your solution: Ask customers to save your number. Include this in your:

  • WhatsApp auto-reply message
  • Business card
  • Receipt or invoice
  • Website and social media bios
  • In-store signage: "Save our number to receive exclusive offers via WhatsApp"

The 256 Contact Limit: Workarounds

The maximum size for a single broadcast list is 256 contacts. For businesses with larger customer bases, this is a significant constraint.

Workaround 1: Multiple Broadcast Lists

Create multiple broadcast lists organised by segment:

  • List 1: VIP customers (top 256 by spending)
  • List 2: Regular customers (next 256)
  • List 3: New leads (most recent 256)
  • List 4: Area-based (PJ customers, KL customers, etc.)

You can create unlimited broadcast lists. The only limit is 256 per list.

Drawback: Sending the same message to 5 lists manually is tedious. Doable for monthly promotions, impractical for daily communications.

Workaround 2: WhatsApp Business API

For businesses with 500+ contacts, the WhatsApp Business API removes the 256 limit entirely:

  • Send to unlimited contacts
  • Recipients do not need to save your number
  • Include interactive buttons in messages
  • Get delivery and read analytics
  • Automate sends based on triggers

Cost: RM 0.03-0.10 per message, depending on your API provider.

Providers for Malaysian businesses:

  • AlwaysON (all-in-one with website and booking)
  • WATI (dedicated WhatsApp platform)
  • Respond.io (multi-channel)

Workaround 3: Hybrid Approach

Use broadcast lists for your core audience (first 256-512 contacts) and API for larger campaigns. This minimises cost while maintaining reach.

Malaysian SMBs using segmented broadcast lists (multiple lists organised by customer type) see 2.3x higher response rates compared to those sending identical messages to all contacts, according to data from WhatsApp business partner WATI's 2025 engagement report.

Best Practices for Malaysian Businesses

Content That Gets Responses

Exclusive offers. "This offer is only for our WhatsApp contacts" creates exclusivity and rewards people for saving your number.

Time-sensitive information. Flash sales, limited slots, today-only offers. WhatsApp's instant delivery makes it perfect for urgency.

Useful content. A tuition centre sending study tips. A clinic sharing health advice. A salon sharing hair care tips. Value-first content builds goodwill and reduces unsubscribes.

Personalisation. Use the customer's name when possible. "Hi Sarah, we have something special for you" performs dramatically better than "Dear valued customer."

Frequency Guidelines

Frequency Type of Content Risk Level
Daily Transactional only (order updates, appointment reminders) Safe
2-3x per week Mix of value content and promotions Low risk
Weekly Promotional offers, updates Safe
Bi-weekly Newsletters, roundups Very safe
Monthly Major announcements, exclusive offers Very safe

The safe zone for promotional content: 1-2 times per week maximum. More than that and block rates increase.

Signs you are messaging too much:

  • Block rate above 3%
  • Fewer replies over time
  • People asking to be removed
  • WhatsApp quality rating drops

Message Format Best Practices

Keep it short. Under 150 words. WhatsApp is not email — people scan, they do not read paragraphs.

One message, one purpose. Promoting a sale? That is the message. Do not add five other things.

Use line breaks. Dense text blocks are unreadable on mobile. Break after every 2-3 sentences.

Strategic emoji use. 2-3 emojis for visual breaks and warmth. Not 15 emojis that make it look like spam.

Always include a CTA. "Reply YES to book," "Tap the link to order," "Call us at [number]." Without a CTA, engagement drops 60%.

Organising Your Broadcast Lists

Segmentation Strategy

Good segmentation means the right message goes to the right people.

Segment Who Message Type
VIP / Loyal Top 20% by spending or visit frequency Exclusive early access, VIP-only offers
Active Purchased/visited in last 90 days Regular promotions, new arrivals
New First interaction in last 30 days Welcome series, onboarding info
Inactive No interaction in 90+ days Re-engagement offers, "we miss you"
Leads Enquired but never purchased Conversion offers, social proof

Naming Convention

Name your lists clearly so you can find them:

  • VIP-Customers-2026
  • PJ-Area-Patients
  • SPM-Parents-Form5
  • New-Leads-Aug2026
  • Inactive-90days

Maintenance Schedule

Monthly:

  • Remove contacts who have blocked you (they will not receive messages anyway)
  • Move converted leads to the appropriate customer list
  • Update VIP list based on recent purchase data
  • Add new customers to relevant lists

Quarterly:

  • Archive lists that are no longer relevant
  • Review which segments give the best response rates
  • Prune inactive contacts who have not responded in 6+ months
  • Create new segments based on emerging patterns

Measuring Broadcast List Performance

WhatsApp Business app does not provide detailed analytics. Here is how to track performance manually.

Key Metrics to Track

Delivery indicator: Blue double checkmarks mean the message was delivered and read. Single grey check means sent but not delivered (they may not have your number saved).

Reply rate: Count replies divided by list size. A good reply rate for promotional broadcasts is 5-15%.

Conversion rate: Track how many replies lead to actual purchases/bookings.

Block rate: If contacts start disappearing from your lists or you see fewer blue ticks over time, people may be blocking you.

Simple Tracking Method

Create a spreadsheet:

Date List Name List Size Messages Delivered Replies Conversions Revenue
1 Aug VIP-Customers 230 215 34 12 RM 2,400
1 Aug Active-Customers 256 198 18 6 RM 900

Track this for every broadcast. Over time, you will see which segments respond best and which messages drive the most revenue.

When to Upgrade to WhatsApp API

If you find yourself:

  • Managing more than 3-4 broadcast lists
  • Spending over 30 minutes per broadcast session
  • Needing detailed analytics (who opened, who clicked)
  • Wanting to automate follow-ups based on replies
  • Having 1,000+ contacts to reach

It is time to consider WhatsApp Business API through a provider like AlwaysON or similar platforms. The cost per message is small compared to the time savings and improved analytics.

Common Mistakes to Avoid

Mistake 1: Not asking contacts to save your number. The #1 reason broadcast messages are not received. Make "Save our number" part of your onboarding process for every new customer.

Mistake 2: Sending to one giant list instead of segments. A parent interested in SPM tuition does not need your UPSR promotion. Segment your lists and send relevant content to each group.

Mistake 3: All promotions, no value. If every broadcast is "BUY NOW! SALE! DISCOUNT!" people will block you. Mix in useful content — tips, guides, information — at least 50% of the time.

Mistake 4: Ignoring replies. When someone replies to your broadcast, they expect a human response. If you broadcast to 500 people and get 50 replies, you need the capacity to handle those conversations. Plan for this before sending.

Mistake 5: No opt-out mechanism. Always include "Reply STOP to unsubscribe" in your broadcasts. It is legally required under PDPA and practically necessary to maintain a healthy contact list.

Mistake 6: Broadcasting at bad times. Sending a promotional message at 6 AM or 11 PM annoys people. Stick to 10 AM-12 PM or 7 PM-9 PM for Malaysian audiences.

FAQ

Do contacts know they received a broadcast message?

No. The message appears in their private chat with you, identical to a regular direct message. There is no indicator that it was sent via broadcast. However, if your message is clearly promotional and obviously sent to many people, they will figure it out.

Can I send images and videos via broadcast?

Yes. You can send text, images, videos, documents (PDF), and contacts via broadcast lists. Messages with images typically get 2x higher engagement than text-only messages.

What happens if someone does not have my number saved?

They will not receive the broadcast message. There is no error notification — the message simply does not get delivered to that contact. This is why it is critical to encourage contacts to save your number.

Can I see who read my broadcast message?

Yes. Open the broadcast message, tap and hold, and select "Info." You will see delivery and read receipts for each recipient (assuming they have read receipts enabled).

Is there a daily limit for broadcast messages?

WhatsApp does not publish an official daily limit for broadcast messages sent via the Business app. However, sending too many messages too quickly can trigger spam detection. Space out your broadcasts — send to one list, wait 30 minutes, then send to the next.
