The grant has changed its name twice since 2020. Most SMEs are still searching for the old one.

That confusion costs real money. The scheme Malaysian business owners call the "SME Digitalisation Grant" started life in Budget 2020 as a RM500 million, 5-year matching grant programme. In 2025 it was folded into the government's MADANI economic framework and rebranded the MSME Digital Grant MADANI. Same structure. Same RM5,000 ceiling. Different name, different portal, different managing agent.

If you searched for the 2020 version, you found dead links and expired application windows. This guide covers the version that is actually live in 2026: who runs it, who qualifies, what it pays for, and how to apply without getting rejected on paperwork.

What Is the SME Digitalisation Grant in Malaysia?

The SME Digitalisation Grant is a government matching-grant programme that reimburses 50% of eligible digital tool subscriptions, up to RM5,000 per business. Originally launched under Budget 2020 with a RM500 million pool for 100,000 SMEs, it now operates as the MSME Digital Grant MADANI, introduced in Budget 2025 and jointly managed by the Malaysian Digital Economy Corporation (MDEC), Bank Simpanan Nasional (BSN), and the Malaysian Communications and Multimedia Commission (MCMC).

The mechanics are simple. You pick an approved digital tool. You pay for it. The grant reimburses half the cost, capped at RM5,000 per business.

It is not a loan. You never repay it. It is also a one-time benefit — a business that already claimed the original 2020 Digitalisation Matching Grant cannot claim the current MADANI version again.

This sits inside Malaysia's wider MyDIGITAL push to get 80% of SMEs using at least one digital tool by 2030, administered alongside separate programmes like the SME Corp matching grant, which covers a broader, overlapping set of software categories through a different agency.

MDEC runs the digitalisation partner portal day to day, while Bank Simpanan Nasional handles disbursement in some programme cycles and the appointed processing agent handles others. That split explains why the portal name, the bank account you pay into, and the agency named on your approval letter can all look different depending on when you apply. None of that changes your eligibility or your RM5,000 cap — it only changes who you contact if a claim stalls.

Who Is Eligible for the SME Digitalisation Grant?

Eligible businesses must be at least 60% Malaysian-owned, registered with SSM, a local authority (PBT), or the Malaysia Co-operative Societies Commission (SKM), operating for at least six months, and generating an average annual turnover of at least RM50,000. A business that received a previous Digitalisation Matching Grant under any name is permanently excluded from applying again.

Eligibility Checklist

  • At least 60% owned by Malaysian citizens
  • Registered with SSM, PBT, or SKM
  • Operating for a minimum of 6 months
  • Average annual turnover of at least RM50,000
  • Has never received a Digitalisation Matching Grant before (any year, any name)
  • Willing to commit to an annual subscription with an approved digitalisation partner

Who Does Not Qualify

  • Businesses that already claimed the 2020-era Digitalisation Matching Grant
  • Companies majority-owned by foreign shareholders
  • Entities not registered with SSM, PBT, or SKM
  • Businesses trading for less than 6 months

The six-month minimum and the RM50,000 turnover floor are both lower than SME Corp's own matching grant, which is one reason newer and smaller businesses often qualify here first.

What Does the Grant Actually Cover?

The MSME Digital Grant MADANI covers subscription costs across seven designated digitalisation areas: digital marketing and sales, e-POS systems, HR payroll and CRM, procurement, e-commerce, remote working tools, and ERP/accounting and tax software. The subscription must be purchased from a digitalisation partner listed on the official application portal — generic software purchases outside this list do not qualify.

The 7 Digitalisation Areas

Area What It Covers Where WhatsApp Automation Fits
Digital Marketing / Sales CRM, customer messaging, campaign tools WhatsApp AI tools typically register here
E-POS Point-of-sale systems —
HR Payroll / CRM Staff management, customer records Overlaps with customer communication platforms
Procurement Supplier and inventory management —
E-Commerce Online stores, checkout systems —
Remote Working Collaboration and cloud tools —
ERP / Accounting & Tax Bookkeeping, invoicing, compliance —

The catch most applicants miss: you cannot apply with just any vendor's invoice. The portal only accepts quotations from vendors already listed as approved digitalisation partners for your chosen area. Before you commit to a tool, confirm with the vendor directly that they are on the current partner list — approved-partner status changes as the programme runs each cycle.

How Much Can You Actually Get?

The grant reimburses 50% of your annual subscription cost, capped at RM5,000 per business, for a single approved digitalisation area. A business paying RM3,600 a year for a WhatsApp automation and CRM subscription would receive roughly RM1,800 back, cutting the effective annual cost to RM1,800.

Worked Example: A Clinic Switching to WhatsApp Automation

Staff assist a patient at a clinic reception desk

Item Amount
Annual subscription (WhatsApp AI + booking automation) RM3,600
Grant reimbursement (50%) RM1,800
Net annual cost after grant RM1,800
Effective monthly cost RM150

That RM1,800 saving is one-time per business, not recurring each year, since the scheme excludes repeat claimants. Factor that into your decision on which category to apply under first — most advisors recommend applying for the tool with the highest ongoing operational impact, since you only get one shot.

Worked Example: A Tuition Centre Bundling Software

Item Amount
Annual subscription (student CRM + WhatsApp reminders) RM4,200
Grant reimbursement (50%, capped at RM5,000) RM2,100
Net annual cost after grant RM2,100
Effective monthly cost RM175

Because the cap is RM5,000 and not a flat 50% of any amount, a business spending more than RM10,000 a year on one eligible subscription still only receives RM5,000 back. Above that threshold, the marginal benefit of claiming through this grant shrinks compared to splitting the spend across the SME Corp matching grant for a second software category instead.

How Do You Apply for the SME Digitalisation Grant?

Applications run through the official Digital Grant online portal in four core steps: get a quotation from an approved digitalisation partner, submit your application with supporting documents, wait for review by the grant's appointed processing agent, and submit a claim after approval. Approved applications are typically processed within 4 working days of submission, though full disbursement after purchase takes longer.

Step 1: Get a Quotation

Contact your chosen vendor and request a formal quotation. It must state the product name, digitalisation area, subscription period, and total annual cost. A generic receipt without these details gets rejected.

Step 2: Submit Your Application

Through the portal, select your digitalisation area and vendor, then upload:

  • Identification (IC or passport) of all directors, partners, or the proprietor
  • Business registration documents (SSM profile, Form 9/13/49, or SKM registration)
  • Latest two months of business bank statements
  • Latest audited accounts or management accounts, or proof of turnover

Step 3: Review and Approval

The grant's appointed processing agent (Funding Society manages this role under the current MADANI cycle) reviews applications and notifies you by email. Expect a decision within about 4 working days for a complete application.

Step 4: Pay and Claim

Once approved, you pay your share of the subscription directly — for a RM3,600 package, that means paying RM1,800 to the processing agent, who then settles with your vendor and confirms your subsidy.

Common mistakes that cause rejection:

  • Submitting a quotation from a vendor not listed as an approved partner for your area
  • Business name mismatches between your SSM registration and your bank statements
  • Bank statements older than two months
  • Applying after already paying in full, when the programme cycle requires pre-approval first

Can You Combine This Grant With Other Malaysian SME Funding?

MSMEs generally cannot claim two government grants for the same expense, but stacking across different expenses is allowed. A business could use the MSME Digital Grant MADANI for a WhatsApp automation subscription and separately apply for the SME Corp matching grant to cover a different software category, such as accounting or e-commerce.

Always disclose any grant you have already received when applying for a new one. Non-disclosure risks rejection and can affect future eligibility.

What Happens If Your Application Is Rejected?

A rejected application can almost always be resubmitted once the underlying issue is fixed, since the programme does not cap the number of attempts. The most common rejection causes are an unlisted vendor, mismatched business names across documents, and bank statements older than two months — all of which are fixable before your next submission.

Rejection is rarely final. Review the reason stated in your notification email, fix that specific issue, and reapply.

Three fixes cover most rejections:

  1. Switch to a listed vendor. If your chosen software provider is not on the approved digitalisation partner list for your area, ask them whether they plan to register, or pick a listed alternative in the same category.
  2. Match your business name exactly. Your SSM registration, bank statements, and application form must show the identical registered business name. A sole proprietor trading under a shop name different from their SSM entity name is a frequent, easily missed mismatch.
  3. Refresh your bank statements. Submit statements dated within the last two months relative to your application date, not your original document-gathering date.

Keep a copy of every document you submit. If a second application is rejected for a different reason, having your full document set ready cuts the turnaround from weeks to days.

Frequently Asked Questions

Is the SME Digitalisation Grant the same as the SME Corp grant?

No. The SME Digitalisation Grant (now the MSME Digital Grant MADANI) is managed by MDEC, BSN, and MCMC and limits you to one of seven specific digitalisation areas through an approved-vendor portal. The SME Corp matching grant is a separate, broader programme run by SME Corp Malaysia with its own eligibility rules and vendor list.

How much does the SME Digitalisation Grant pay out?

It reimburses 50% of your approved annual subscription cost, capped at RM5,000 per business. A business with a RM3,600 annual software subscription receives about RM1,800 back, cutting the net cost roughly in half.

Can a business apply twice for this grant?

No. Businesses that already received a Digitalisation Matching Grant under any previous name, including the original 2020 Budget version, are permanently excluded from the current MADANI cycle.

Does the grant cover WhatsApp automation and customer communication tools?

Tools in this category typically register under the Digital Marketing/Sales digitalisation area, one of the seven approved areas. Confirm your specific vendor is listed as an approved digitalisation partner on the portal before applying, since the list changes between programme cycles.

How long does approval take after I submit my application?

Approved applications are typically processed within about 4 working days once documentation is complete. The most common delay is an incomplete or mismatched document set, so prepare your SSM registration, bank statements, and vendor quotation before you start.
